2010 on the Horizon - 3rd Road Safety PIN Report.
This 3rd PIN Report provides an overview of European countries’ performance in four areas of
road safety. It builds on the 1st and 2nd Road Safety PIN Reports published in June 2007 and 2008
respectively1. It shows how countries have progressed in reducing road deaths between 2001 and
2008 and how they perform in protecting a particular vulnerable group: children. It also gives an
overview of the striking disparities in the market penetration of safe cars and outlines the role of
European capitals as exemplars for other cities in reducing road mortality.
These rankings have been carried out during the third year of the Road Safety Performance Index
(PIN) between September 2008 and April 2009. They cover 30 countries, all 27 Member States of the

22.Januar 2010 Aktive - Ford leitet europäisches Forschungsprojekt "interactIVe" / Startschuss im Ford Forschungszentrum Aachen
Aachen (ots) - Aktive Sicherheitssysteme gelten als eine der Schlüsseltechnologien zur Erhöhung der Sicherheit im Straßenverkehr.
Mit dem Ziel, die Entwicklung und Markteinführung dieser Systeme zu beschleunigen und zu unterstützen , fällt heute im Ford
Forschungszentrum Aachen der Startschuss zu dem europäischen Forschungsprojekt "Accident Avoidance by Active Intervention of
Intelligent Vehicles" (Unfallvermeidung durch aktives Eingreifen intelligenter Fahrzeuge, interactIVe). Dazu hat sich ein
Konsortium aus 29 Partnern gebildet, darunter Unternehmen der Automobilindustrie, dem Zuliefererbereich und von Forschungseinrichtungen.
Das Gesamtbudget von rund 30 Millionen Euro wird zu mehr als der Hälfte von der Europäischen Kommission gefördert.

15.Januar 2010 Australia’s state of Victoria to introduce GPS system to warn speeding drivers
Drivers in the Australian state of Victoria who install a GPS navigation system in their cars will soon be able to see what
the speed limit is on every road they travel, as a result of a US$2.1 million (A$2.3 million) information project. From the end of January,
speed limits will be listed for every road in the state on new or updated GPS units. The Transport Accident Commission (TAC) has put together
the information over the past two years and every company that operates GPS in Victoria will be able to use the system. Most systems already have
some speed information for drivers, but it is usually basic and can be unreliable.
Victoria’s state Roads Minister, Tim Pallas, says the only other places to have introduced similar technology for drivers are London and

mit Unterstützung der Europäischen Raumfahrtagentur ESA, einen wesentlichen Meilenstein im seit September 2008 laufenden
Bieter-Verfahren.

WASHINGTON -- Senate Democrats passed a landmark health care bill in a climactic Christmas Eve vote that could define President Barack Obama's legacy and usher in near-universal medical coverage for the first time in the country's history.

Im September ist die Zahl der Unfalltoten im Jahresvergleich wieder angestiegen. Dabei war die absolute Zahl der Unfälle rückläufig, diejenigen mit Personenschaden sind hingegen gestiegen.
Nach vo September dieses Jahres erstmals seit April wieder mehr Menschen in einem Monat durch Straßenverkehrsunfälle als im vergleichbaren Vorjahresmonat. Demnach verloren im September 393 Menschen ihr Leben, das waren fünf Personen oder 1,3 Prozent mehr als im September 2008

Tonight, in an historic vote, the House of Representatives passed a bill that would finally make real the promise of quality, affordable health care for the American people.
The Affordable Health Care for America Act is a piece of legislation that will provide stability and security for Americans who have insurance; quality affordable options for those who don’t; and bring down the cost of health care for families, businesses, and the government while strengthening the financial health of Medicare. And it is legislation that is fully paid for and will reduce our long-term federal deficit.
Thanks to the hard work of the House, we are just two steps away from achieving health insurance reform in America. Now the United States Senate must follow suit and pass its version of the legislation. I am absolutely confident it will, and I look forward to signing comprehensive health insurance reform into law by the end of the year.

22. Oktober 2009 " EU testet selbständig fahrende Autos "
Unter der Bezeichnung "Sartre" (Safe Road Trains for Environment) hat die Europäische Union jetzt
ein neues Forschungsprojekt für eigenständig fahrende Automobile gestartet. Neben dem SP Technical
Research Institut of Sweden und dem Institut für Kraftfahrzeuge der RWTH Aachen beteiligt sich auch Volvo an dem Konzept.
Nach Angaben des schwedischen Herstellers entwickeln und testen die Beteiligten eine Technologie, mit deren Einsatz Fahrzeuge
künftig eigenständig im Kolonnenverkehr auf Autobahnen fahren können.

example, to "uncover" the truth about the President’s health

European transport ministers are discussing ITS at an informal meeting this week in Litomerice, in the Czech Republic, under the banner “Intelligent Mobility without Barriers.” The Ministers will discuss obstacles impeding mass implementation of intelligent transport systems in road transport. The European Parliament has backed plans for the implementation of Intelligent Transport Systems in the EU road transport sector, but insisted on safety issues for vulnerable road users and guarantees for data privacy protection. They also approved with amendments the draft directive on the application of ITS in road transport, and interfaces with other transport modes, when they adopted the first-reading report by Anne Jensen (Denmark) by 529 votes to 42 with 16 abstentions.

and use of Intelligent Transport Systems (ITS) in road transport. The Action Plan
adopted suggests a number of targeted measures and a proposal for a Directive laying
down the framework for their implementation. ITS can significantly contribute to a
cleaner, safer and more efficient transport system. The goal is to create the momentum
necessary to speed up market penetration of rather mature ITS applications and services in Europe.
The initiative is supported by five co-operating Directorates-General: DG Energy and Transport (lead),
DG Information Society and Media, DG Research, DG Enterprise and Industry and DG Environment.

The Transport Committee discussed on Thursday proposals to set up Intelligent Transport Systems - which will link travellers, vehicles and road infrastructure via new communication technology - throughout Europe. MEPs and experts considered the benefits - less congestion and fewer accidents - as well as possible problems relating to data protection.
"Those systems will secure more efficient transport, a better flow of transport, greener transport and safer transport", said Anne E. Jensen (ALDE, DK) who will draft the committee's report on the proposed directive on the deployment of Intelligent Transport Systems (ITS) in road transport. "We should focus on how we could actually ease the life of lorry drivers driving down through Europe", she said, but "we don't want to end up with a surveillance society".

road accident, even if the driver is incapacitated] by 2010 as standard equipment", said Dieter-Lebrecht Koch (EPP-ED, DE)

20. Januar 2009 Ertico workshop highlights ITS safety solutions
Ertico, the European ITS body, hosted a workshop this morning entitled “Road Safety - ITS solutions
for new Member States”, which presented ways in which ITS technologies are helping to improve traffic
safety on European roads.The event was hosted by Zita Gurmai, a member of the European Parliament (MEP)
and attracted more than 30 experts from Ertico Partner organizations, the European Parliament,
the European Commission, and EU Member States. Discussions centered on the question of how ITS
can contribute to the aim of halving road fatalities by 2010, a common objective of the

Telematics feature in US stimulus plan

RoadSafe seeks fleets backing for ISA campaign
UK-based vehicle safety forum RoadSafe is calling on all vehicle manufacturers to offer
intelligent speed adaptation (ISA) systems as an option in their the vehicles in order to cut road crash injuries by up to 29%.
It is seeking support from fleet decision-makers to campaign for ISA to become available and a standard feature on models as soon as possible. “With almost 60% of all new cars sold in the UK bought by the corporate sector – and many manufacturers seeing business sales account for up to about 80% of their registrations – fleet pressure for ISA to be available is likely to speed its eventual standard fitment,” says a RoadSafe spokesman.
RoadSafe director Adrian Walsh says, “Trials have shown the benefits of ISA, just as they previously highlighted
the crash and injury-reducing success of anti-lock brakes and more recently ESC. Both ABS and ESC have
subsequently been legislated for and we would like, in due course, for ISA to become mandatory on all cars
and vans. Speeding, and specifically, inappropriate speed, is one of the most significant causes of road crashes.

UNO: Jedes Jahr gibt es weltweit 1,2 Millionen Verkehrstote
Jedes Jahr kommen weltweit 1,2 Millionen Menschen bei Verkehrsunfällen ums Leben und täglich
sterben tausend Menschen unter 25 im Straßenverkehr. Diese Zahlen veröffentlichte die
Weltgesundheitsorganisation (WHO) zu Beginn der ersten UN-Woche zur Verkehrssicherheit,
zu der in Genf Experten aus aller Welt zusammenkommen. Laut WHO wird alle 90 Sekunden
irgendwo auf der Welt ein Mensch unter 25 Jahren bei einem Verkehrsunfall getötet.
Dem Bericht zufolge wurden 90 Prozent der Verkehrstoten unter 25 Jahre in Ländern
mit mittlerem Einkommen in Asien und Afrika verzeichnet. Die Gefahr, im Straßenverkehr
zu sterben, sei dort größer als das Todesrisiko durch Aids. Viele der getöteten jungen
Menschen sind den Angaben zufolge keine Autofahrer, sondern Fußgänger, Fahrrad-
und Motorradfahrer und Passagiere von billigen Transportfahrzeugen.

Laut dem Statistischen Bundesamt
in Wiesbaden wurden im Jahr 2007 bei Verkehrsunfällen in Deutschland erstmals
weniger als 5.000 Menschen getötet. Kein Grund zur Entwarnung,
Die Statistik stimmt die Experten
positiv: "Das ist sicher ein großer Erfolg", sagte Professor Axel
Ekkernkamp, Präsident der Deutschen Gesellschaft für Unfallchirurgie (DGU) in
Berlin. "Aber wir müssen es auch schaffen, dass die Addition der Zahlen
der Verkehrstoten und der Schwerverletzten sowie die Gesamtzahl der Unfälle zurückgeht."
Denn abgesehen von dem Rückgang bei
den Verkehrstoten sieht die Bilanz nicht durchweg positiv aus: So stieg
die Zahl der Schwerverletzten nach Angaben der Statistiker um 1,3 Prozent auf
75.443 an, bei den Leichtverletzten gab es einen Zuwachs um 2,3 Prozent auf
355.976. Und insgesamt hat die Zahl der Unfälle mit Personenschäden um 2,4
Prozent auf 335.845 zugenommen.
Hinzu kommt, dass der Rückgang der
getöteten Verkehrsteilnehmer nicht allein auf mehr Vorsicht im Straßenverkehr
zurückzuführen ist. Vielmehr haben die vielen Sicherheitseinrichtungen im Auto
ihren Anteil daran - allerdings verhindern diese eben nicht, wie gern
angenommen, jegliche Verletzungen.
"Menschen, die früher bei einem
Verkehrsunfall gestorben sind, rutschen heute in den Bereich der Schwer- und
Schwerstverletzten", so Ekkernkamp. Bei den schweren Verletzungen liegen
demnach unverändert Schädel- und Hirnverletzung vorne, gefolgt von Verletzungen
des Brustkorbes und des Beckens. Gerade Brustkorb-Verletzungen können speziell
bei Hochgeschwindigkeits-Unfällen auch mit durch den Aufprall auf den
ausgelösten Airbag verursacht sein. Dem Experten zufolge werden auch häufig
Kombinationen solcher Verletzungen diagnostiziert.
Um die Situation weiter positiv zu
beeinflussen, sind laut dem DGU-Präsidenten neben der Aufrechterhaltung des
Rettungsnetzes und dem Ausbau von Unfallkliniken weitere
Verkehrssicherheits-Kampagnen notwendig. "Ein wichtiges Thema ist dabei
der Bereich der angepassten Geschwindigkeit", so Ekkernkamp. Denn während in
diesem Zusammenhang oft vor allem an überhöhte Autobahn-Geschwindigkeiten
gedacht wird, gelte in der Realität gerade zu schnelles Fahren auf Landstraßen
als besonders riskant. "Insgesamt bewegen wir uns bei der Entwicklung der
Zahlen der Unfalltoten wirklich in eine erfreuliche Richtung - aber wir dürfen
jetzt nicht steckenbleiben", betont der Experte.

Satelliten-Navigationssystem Galileo kommt
Die EU-Kommission will
zusammen mit der Europäischen Raumfahrtbehörde ESA die Aufträge für das 3,4
Milliarden Euro teure Vorhaben noch vor der Sommerpause ausschreiben. Das
Galileo-System - bestehend aus 30 Satelliten und mehreren Bodenstationen - soll
bis zum Jahr 2013 betriebsbereit sein. Europa will damit gegen die
Vormachtstellung des US-Navigationssystems GPS (Global Positioning System)
antreten. "Mit diesem System zur genauen
Positionsbestimmung können Flugzeuge auch bei schlechter Sicht sicher
landen", sagte der SPD- Europaparlamentarier Norbert Glante. An diesem
Sonntag soll der zweite Test-Satellit vom Weltraumbahnhof Baikonur in
Kasachstan ins All geschossen werden.

Die EU will mit neuen Standards Autos und Lastwagen
sicherer und umweltfreundlicher machen. Nach einem Verordnungsentwurf der
Europäischen Kommission sollen alle neuen Fahrzeuge ab 2014 mit einem
elektronischen Schleuderschutz ausgestattet werden. Durch Reifen mit geringerem
Rollwiderstand und die Pflicht zum Einbau von Reifendrucksensoren will die EU
außerdem den Kraftstoffverbrauch senken. Das würde helfen, die ehrgeizigen
Klimaschutzziele in Europa zu erreichen. Dank verbesserter Technik könnte die
Zahl der Verkehrstoten weltweit um 5000 im Jahr gedrückt werden, erklärte die
Kommission zu dem Entwurf.
EU-Industriekommissar Günter Verheugen sagte, damit werde der Straßenverkehr
nicht nur sicherer, sondern auch die Entwicklung verbrauchsarmer Fahrzeuge
werde vorangetrieben. Die Kommission kalkuliert, dass ein durchschnittlicher Pkw 100 bis 300 Euro
teurer werden könnte. Doch könnten im Jahr rund 80 Euro an Treibstoffkosten
eingespart werden, nach den aktuell hohen Benzin- und Dieselpreisen berechnet.
Notbremssystem bei Bussen wird Pflicht
Auch Nutzfahrzeuge wie Lastwagen oder Busse sollen sicherer werden. Ab 2013
wird ein Notbremssystem zur Pflicht, das den Fahrer bei zu dichtem Auffahren
warnt und automatisches Bremsen auslösen kann. Ab dann wären auch ein
Spurhalteassistent vorgeschrieben. Dieser gibt Alarm, wenn das Fahrzeug über
den Randstreifen fährt und von der Straße abzukommen droht.
Der Verband der Automobilindustrie (VDA) begrüßte die geplante Verordnung. Für
die deutschen Hersteller sind die Vorgaben leicht einzuhalten. Schon heute
seien 73 Prozent der Neuwagen mit elektronischen Stabilitätsprogrammen
ausgestattet, erklärte VDA-Präsident Matthias Wissmann. Diese verhindern, dass
ein Auto zu leicht ins
Schleudern gerät. Für neue Fahrzeugtypen sollen sie ab 2012 zur Pflicht werden.
Der Reifenhersteller Continental warnte allerdings davor, den Rollwiderstand
von Reifen zu stark herabzusetzen. Denn dies verschlechtere die Bremskraft auf
nasser Fahrbahn, so dass die Unfallgefahr steige.
Weniger Rollwiderstand für den Klimaschutz
Durch rollwiderstandsarme Reifen würde dank des geringeren Spritverbrauchs der
Ausstoß an Kohlendioxyd um sieben Gramm je Kilometer gesenkt, schätzt die Kommission.
Die Autohersteller müssen nach dem derzeit diskutierten Gesetzespaket zum
Klimaschutz die CO2-Emissionen bei neuen Pkw ab 2012 auf 120 Gramm je Kilometer
von derzeit 160 Gramm im Schnitt senken. Der Löwenanteil soll durch
Verbesserungen der Motorentechnik erreicht werden. Fünf Gramm sollen durch
technische Verbesserungen an Reifen oder bei Klimaanlagen erreicht werden. Der
VDA bekräftigte seine Forderung, die Begrenzung auf fünf Gramm zu lockern, so
dass die Autohersteller mehr CO2-Reduktion durch die nicht direkt mit dem Motor
verbundene Technik realisieren könnten.
Der Verordnung müssen die EU-Mitgliedstaaten und das Europäische Parlament
zustimmen. Mit der Regulierung würden 150 bestehende Vorschriften für die
Autoindustrie ersetzt, erklärte die Kommission.
Der
Aufbau des europäischen Satelliten- Navigationssystems Galileo kann beginnen.
Das Europaparlament gab am Mittwoch in Straßburg mit großer Mehrheit grünes Licht
für die Ausschreibungen dieses größten Industrieprojekts Europas
"Es ist geschafft. Europa macht jetzt Nägel mit Köpfen. Für die deutsche
Industrie ergeben sich dabei breite Einsatzmöglichkeiten", sagte die
Vorsitzende des Industrieausschusses des Europäischen Parlaments, Angelika
Niebler (CSU). Das deutsche Unternehmen EADS Astrium hat gute Chancen auf den
Zuschlag für den Satellitenbau. Profitieren könnte auch das Bremer
Raumfahrtunternehmen OHB Technology.
Galileo liefert Ortungsinformationen, die im Straßenverkehr, von Justiz und
Zoll, im Baugewerbe oder bei Not- und Rettungsdiensten genutzt werden können.
Während Deutschland eine zivile Nutzung des Systems bevorzugt, will Frankreich
es auch militärisch nutzen. "Es wird eine Vielzahl von Anwendungen geben,
an die wir heute noch gar nicht denken", sagte Niebler.
Deutschland als großer Nettozahler der EU war im vergangenen Jahr noch
entschieden gegen die EU-Finanzierung des Projekts. Es gab Bedenken, dass
deutsche Unternehmen dabei zu kurz kommen könnten. Die EU-Kommission konnte die
Bedenken zerstreuen, indem das Projekt in Auftragspakete aufgeteilt wurde.
Dabei soll eine Firma maximal zwei Aufträge bekommen und verpflichtet werden,
Subunternehmer zu beteiligen. Auf diese Weise könnten Chancen der deutschen
Industrie gewahrt bleiben.
